CONSTITUTION
AND BY LAWS OF THE FORESTRY CLUB PREAMBLE We, the students of the School of Forest Resources and Conservation at the University of Florida, realizing that special advantages are to be derived from a student organization and having in view the development of a great knowledge of forestry and a greater interest and comradeship among students, hereby resolve that an organization be perfected as be deemed proper to serve this purpose. ARTICLE I. NAME Section 1. The organization as described above shall be known as the FORESTRY CLUB of the University of Florida. ARTICLE II. PURPOSE AND PROGRAMS Section 1. The FORESTRY CLUB will promote by association with one another and those of the professional community an interest in forestry among members, and train members for general leadership, especially in the profession of forestry. Section 2. To establish and encourage a lasting feeling of friendship and cooperation among members through participation in various projects and social activities. Section 3. To broaden the member’s knowledge of forestry by discussing topics of general interest regarding the field and encouraging contact with professionals in the field. Section 4. To demonstrate the benefits derived from proper multiple use of forest resources, including the following: timber production, wildlife management, and recreational uses. Section 5. To practice technical and skill events to prepare for and attend the Southeastern Conclave of Forestry Clubs. Section 6. To participate in fund raising events such as Christmas tree sales, pulpwood cuts and others designed to generate funds to sponsor the Field Day and Conclave. ARTICLE III. MEMBERSHIP Section 1. Members having an interest in forestry join by coming to regular meetings paying the $5.00 per semester dues. Section 2. Active members shall be composed of University of Florida students with an interest in forestry who have paid current dues and attend Conclave practice. Section 3. Associate members shall be faculty, staff, and student spouses. Section 4. Only active members shall be qualified to vote. Section 5. Anyone wishing to withdraw from active membership can do so by requesting their name be removed from the roles.
Section 1. The FORESTRY CLUB will not discriminate on the basis of race, creed, color, sex, age, national origin, disability or sexual orientation. ARTICLE V. MEETINGS Section 1. The first regular meeting of each semester shall be called by the President. This meeting must be held prior to the third week of classes. Section 2. Regular meetings of the FORESTRY CLUB shall be held biweekly during the Fall and Spring semesters at a time and day agreed upon by the membership at the first regular club meeting. Section 3. Special meetings may be called by the President on his/her own initiative or by petition presented to the President requesting such a meeting. Such petitions must contain, at a minimum, the signatures of 25% of the active members. Section 4. Notices of all meetings must be posted on the club bulletin board, and several other obvious locations, at least twenty-four hours before said meeting. Section 5. No meeting of the club shall pass legislation unless a quorum is present; a quorum being defined as 50% of the active membership. Section 6. To get items on the agenda for business meetings, an member shall pose the items in the new business section of the meeting. ARTICLE VI. DUES Section 1. Active members shall pay $5.00 per semester, except for summer semester when no dues will be collected. Section 2. Associate members shall not pay dues. Section 3. No member shall be entitled to return of fees or dues upon discontinuance of her/his membership. ARTICLE VII. OFFICERS Section 1. The elected officers of the FORESTRY CLUB shall be the following: President, Vice President, Secretary, Treasurer, faculty advisor and assistant advisor. Section 2. Only active members with a record of good academic standing and conduct are eligible to serve as FORESTRY CLUB officers. Section 3. Club officers must also be registered as a full time student; a full time student being defined as a minimum load of 12 semester hours for all undergraduate students. Section 4. There shall be no classification clause requirement except for the office of the President which is the following: the office of President is restricted only to full time seniors in good standing in the School of Forest Resources and Conservation at the University of Florida. Section 5. Each officer shall hold his/her office for one academic year and no person may be elected to the same office for two consecutive terms. Section 6. Nominations for officers will be held during the last two regular meetings for the FORESTRY CLUB prior to Conclave or during the last two regular meetings in March. Section 7. Elections shall be held at the first regular club meeting after Conclave or at the first regular meeting in April. These elections shall be by secret ballot. Section 8. The procedure for filling a vacant office during a term is an nomination and election at the first regular meeting after the vacancy by a simple majority of active members. The meeting specifics shall be posted on the FORESTRY CLUB bulletin board at least a week in advance of the election. The specifics include what office is vacant, a list of duties, and when the election meeting will be held. The election shall be by secret ballot. Section 9. The duties and powers of the elected officers shall be as follows: a. President: Shall preside over all meetings at which she/he is present, shall appoint all committees and decide questions, subject to appeal by the club, shall have the power to call special meetings, and shall prescribe the order of the meetings. b. Vice President: Shall assume all the duties and powers of the President in his/her absence, shall help coordinate the activities of all committees, shall serve as an ex officio member of all committees, shall be entrusted with maintenance of all FORESTRY CLUB equipment utilized in performance of club activities, shall approach the membership for requisition of funds to maintain said equipment, shall be the focal point for all activities utilizing club equipment and communication between clubs of the Association of Southern Forestry Clubs for the purpose of Conclave competition. c. Secretary: Shall record the minutes of each meeting, keep membership roll, assist the Treasurer in determining voting eligibility, and shall perform such other club duties as the President may request. d. Treasurer: Shall be entrusted with all club funds and responsible for collecting dues, paying bills, keeping financial records, and determining voter eligibility. The Treasurer shall also be required to report the status of the treasury at each regular meeting, and shall submit financial records to the President and faculty advisor for auditing at the end of her/his term of office. e. Newly elected officers:
Shall serve as apprentices for the period between their election and
the assumption of their offices at the end of the academic year. This
apprenticeship shall be performed with all the authority of the elected
office but with the responsibility still residing in the hands of
the previous officer. The purpose of this apprenticeship is to strive
for smooth f. Faculty Advisor: Shall act in an advisory capacity to the FORESTRY CLUB and shall be the club’s official intermediary with the School of Forest Resources and Conservation. g. Assistant Advisor: Shall assume the duties and responsibilities of the faculty advisor in her/his absence. ARTICLE VIII. FINANCE Section 1. The Treasurer is the designated officer to receive and disburse funds. Section 2. The President in absence of the Treasurer shall be the officer designated to receive and disburse funds. Section 3. The President and the Treasurer shall be the designated officers on the Checking and Savings account at the Campus Federal Credit Union for the FORESTRY CLUB. ARTICLE IX. COMMITTEES Section 1. Method of Selection ARTICLE X. GUIDELINES Section 1. All functions undertaken by the FORESTRY CLUB shall adhere to the Student Guide and the other laws, rules and regulations governing the University of Florida and its students. Section 2. Discriminatory or hazing practices will not be tolerated in any manner by the members of the FORESTRY CLUB. ARTICLE XI. AMENDMENTS Section 1. Amendments shall be voted on by a simple majority of the members present at a regular meeting. Section 2. The Constitution may be amended by a two-thirds vote of the active membership present at a meeting where a quorum prevails. Section 3. Proposed amendments must be read at a regular meeting and posted on the club bulletin board for a period of at least one week prior to the date the amendments are voted upon. ARTICLE XII. PARLIAMENTARY AUTHORITY Section 1. The rules contained in Robert’s Rules of Order, newly revised, shall govern in all cases to which they are applicable and in which they are not inconsistent with the FORESTRY CLUB Constitution. |
